The national HIV control strategy is developed, both national level and sub-national level coverage targets for prevention and treatment are needed to guide resource allocation and provide measures for measuring progress during implementation. Two critical components of the Indonesia National AIDS programme are interventions for key populations (KP) and provision of antiretroviral treatment (ART) for people living with HIV and AIDS. Public sector decentralization for planning and implementation of services further emphasizes the need for district level targets which can be endorsed and supported by local decision makers and programme managers. This guideline describes a method for programme planners at central and district level to use readily available data to in a standardized method to arrive at realistic but appropriately ambitious targets for programme coverage of KP and ART services. This method also recognizes the mobility of the population, especially in large transit cities, and allows targets to reflect the size of the beneficiary population which can be reached in a district, and for this reason may not be consistent with the total estimated size of the beneficiary population residing within a district.
